The search through the ruins of the World Trade Center is complete. The Pentagon has been fully repaired. But has the war against terrorism been won? More Specifically, has the threat posed by Osama bin Laden's Al Qaeda organisation been contained? The most significant impact of the US military operation has, of course, been on the Taliban but will the United Front, back in power in Afghanistan, be able to reconstruct the devastated and bleak country, politically and economically? Afghanistan and 9/11 journeys through the ruins of the Twin Towers and the killing fields of Afghanistan to focus on the key question of whether the war against terror has been won? A compelling anthology authored by well-known national and international authors, the book is as informative as it is analytical. Printed Pages: 256. 011509

Contemporary India’s political landscape is characterized by a great deal of social upheaval. This is the result of growing democratic consciousness which is increasingly conflicting with the forces of domination, authoritarianism and hegemony. Against this backdrop, this volume provides an understanding of these forces in both historical and analytical terms. In particular, the seminal essays gathered here explore the specificities of the crucial social categories of class, caste and gender, while simultaneously drawing attention to the arenas in which they intersect. 13 Democracy in India

Niraja Gopal Jayal (ed.)

Oxford University Press, New Delhi, India, 2005, 0-19-565561-3 / 9780195655612, First Edition, Paperback, New, 14 x 22 Cm
The Themes in Politics series presents essays on important issues in Indian political science and politics - contemporary political theory, Indian social and political thought, and foreign policy, among others. Each volume in the series brings together the most significant articles and debates on each issue, and contains a substantive introduction and an annotated bibliography. Independent India's experiment with the democratic form is unique, and the contestation over its successes and failures has found expression in a wide-ranging and lively debate. This collection of readings brings together the finest scholarly writings on several dimensions of India's democracy. The Introduction situates Indian democracy in the context of the basic principles of democratic theory, as well as contemporary debates about the relationship of democracy with civil society, cultural diversity and development. The opening essays explore the colonial lineage of democracy in independent India, as well as its inherited contradictions. Other essays on the state and democracy address the crucial question - has the state contributed to the decline of democracy, or has democratic politics undermined the state's capability to govern? Some tensions between political democracy and economic development are identified, and the impact of recent trends in Indian democracy on economic reforms discussed. Other essays examine how democracy is experienced at the local level, especially through institutions of local self-government. The concluding essays in the volume explore the future of Indian democracy as the discourses of dalit political mobilization and the forces of Hindutva seek to redefine it. 013559

Development and Nationhood: Essays in the Political Economy of South Asia, Meghnad Desai
14 Development and Nationhood: Essays in the Political Economy of South Asia

Meghnad Desai

Oxford University Press, New Delhi, India, 2005, 0-19-566760-3 / 9780195667608, First Edition, Hard Cover, New, New, 16.5 Cms x 25 Cms
Renowned development economist, and peer, Lord Meghnad Desai has been one of the foremost observers of India and its economy in the last forty years. Passionately written and decidedly non-neutral in tone, his essays, collected here for the first time, constitute perhaps the most significant statement linking policy choices and outcomes on independent India. This volume retells the story of India as one of unexpected surprises and unfulfilled expectations. For four decades after independence, to the world around it, India epitomized under-performance swathed in a posture of moral arrogance. Scarcely a decade after being written off, India occupies an enviable place in the new global econo my. E ven so, acute problems of poverty, deprivation, and ethnic trouble still exist and India is yet to come to terms with several aspects of development and nationhood--the twin pillars of democratic societies. The essays in this volume explore issues as diverse as federalism and economic change in India, the imposition of Emergency, the rise of the BJP, communalism, socialism, the future of socialist planning and capitalist development, as also questions of nationality and the singular challenges presented by globalization. The collection offers a rich tapestry of South Asia's political and developmental impulses. The textured analysis will interest all students and observers of South Asia including social scientists, developmental economists, and historians as well as journalists, activists, policy planners, and other professionals. Durable Disorder: Understanding the Politics of Northeast India, Sanjib Baruah
15 Durable Disorder: Understanding the Politics of Northeast India

Sanjib Baruah

Oxford University Press, New Delhi, India, 2005, 0-19-566981-9 / 9780195669817, First Edition, Hard Cover, New, New, 14 Cms x 22 Cms
For decades states in India's Northeast have experienced ethnic conflict and suffered human and material losses due to insurgency and counter-insurgency operations. This book analyses the causes and seeks to comprehend the political me aning and significance of persisting political violence. The author argues that prolonged counter-insurgency operations have eroded the democratic fabric of the region and institutionalized authoritarian practices. There is a growing dissonance between the idea of ethnic homelands and the actually existing political economy of the region that makes ethnic violence and internal displacements quite predictable. The book explores the economic incorporation of the region into the global capitalist economy in the 19th century and the resultant conflict between global and local resource use regimes. It delves into the historical roots of the region's oldest armed conflict--the Naga insurgency, and carries a detailed analysis of the United Liberation Front of Assam (ULFA) during different phases of its power and influence. The author argues for a reorientation of India's policy towards the Northeast and for linking it to a new foreign policy towards Southeast Asia. India should ta ke advantage of the cultural and spatial proximity of the Northeastern states to the ASEAN region. The economic integration of the region with Southeast Asia through the pursuit of a dynamic 'Look East'policy could go a long way in bringing about stability, peace, and prosperity. 19 Experiencing the State

Lloyd I. Rudolph and John Kurt Jacobsen (eds)

Oxford University Press, New Delhi, India, 2006, 0-19-567243-7 / 9780195672435, First Edition, Hardcover, New, New, 15 Cms x 23 Cms
This volume on the state departs from a conventional analysis that universalizes and standardizes what the state is, does, and means. The authors, in this volume, mean to engage state and stateness as it is encountered in everyday life. They locate the state in time, space, and circumstance so that it is contingent and evocative rather than definitive and authoritative. The study discusses what we may think or say about the state, what images are evoked, the formative discourse dealing with the state and its various manifestations through social and cultural forms. This non-essentialist perspective has eight essays which deal directly with India and South Asia with contributors ranging from James Scott, Arundhati Roy, Sudipta Kaviraj, Lloyd Rudolph, Phil Oldenberg, and Paul Brass. The Hindustan Times Leadership Initiative is an important intellectual landmark in the capital. Every year, the country's most respected newspaper gathers together key figures from India and the world to discuss pressing concerns as well as to look at areas of political and economic cooperation. The theme for the Leadership Initiative for 2004 was India and the World: A Blueprint for Partnership and Growth. Held in New Delhi in November, speakers at the initiative included Prime Minister Dr Manmohan Singh, United Progressive Alliance Chairperson Sonia Gandhi, former British Prime Minister John Major, former US Secretary of State Dr Henry Kissinger and Sri Lankan President Chandrika Kumaratunga. Over two days the speakers and delegates deliberated on ways to build bridges of economic prosperity and political peace that would benefit not only the South Asia region but the world at large. This volume is a compilation of their speeches, along with the questions and answers that followed. A collection that brings together reflections of some of the finest minds of our times. 35 Roots of Terrorism

Kanti P. Bajpai

Penguin, New Delhi, India, 2002, 0-14-302813-8 / 9780143028130, First Edition, Paperback, New, New, 13 Cms x 20 Cms
The events of 11 September in New York and 13 December in New Delhi marked the high points of terrorism. But India’s experience with it goes back two decades. In this essay, Bajpai examines the volatile situation in the borderlands of Kashmir, Punjab and the Northeast, while drawing comparisons with leftist insurgency, communal riots, and caste wars elsewhere. How should we think about terrorist violence? Why has India been the object of terrorism from separatist groups in Kashmir, Punjab, and the Northeast? Have external influences played a role in supporting this? How has the Indian government responded to secessionist violence? These are some of the concerns the author explores here, as he seeks an identifiable set of factors that account for terrorism. Dwelling on how this violence can be combated, Bajpai discusses in detail the case of Kashmir. He argues convincingly about the impracticality of the military option, including war, and the futility of using limited force, as in policing, without commitment to a credible political process, namely free and fair elections. In this forceful and timely essay he not only calls for measured governmental action, but also places responsibility on citizens for restoring long-term peace by finding ways of de-legitimizing violence in Indian society. 002435

41 Standing in the Margins: Representation and Electoral Reservation in India

Alistair McMillan

Oxford University Press, New Delhi, India, 2005, 0-19-567214-3 / 9780195672145, First Edition, Hardcover, New, New, 14 x 22 Cm
The Indian Constitution has made special provisions for the electoral representation of the Scheduled Castes and Scheduled Tribes, members of social groups seen to be at the lowest rungs of socio-economic and ritual hierarchy. The reservation of a number of constituencies from which only they can contest elections is intended to place these otherwise marginalized groups in the highest levels of elected government. This book examines the principles and practice of this mode of group representation, both in the historical context in which it was introduced and the current dynamics of the system of electoral politics. It looks at the motivation behind such measures and attempts an assessment of its impact on the political system and the structure of socio-economic inequality. By analysing unique survey data and the social and institutional contexts in which reservation operates in India, Alistair McMillan shows how the SCs/STs continue to be discriminated against in socio-economic d evelopment and are also subjected to political manipulation by the process through which reserved constituencies are allotted. He argues that while electroral reservation has little impact on the voting patterns of SCs/STs, it exerts a negative influence on participation in general. The system does provide symbolic representation, but evidence for any real substantive benefit is limited. Erudite and comprehensive, this volume will be of immense interest to scholars and students of politics, sociology, history, and Dalit studies. It will also appeal to NGOs, journalists, and policy-makers. Printed Pages: 350 with numerous tables and 2 maps. 013589

Suicide Bombers: Allah's New Martyrs, Farhad Khosrokhavar
44 Suicide Bombers: Allah's New Martyrs

Farhad Khosrokhavar

Pluto Press, London, UK, 2005, 0745322832 / 9780745322834, First Edition, Paperback, New,
In the West, the suicide bomber has become a familiar image in newspapers and on television. In Palestine, Iraq, Saudi Arabia, Indonesia and elsewhere, the results of suicide bombing have been devastating. What drives young men and women to become suicide bombers? This is not a question that is often addressed. / This remarkable book provides some of the answers, and explores how the suicide bomber relates to the concept of the martyr in fundamentalist Islam. Farhad Khosrokhavar contrasts it with the idea of the martyr in Christianity. Most importantly, he offers a clear insight into the different ways in which the concept is viewed within Islam, including divisions within Islamic fundamentalist groups, which change according to the political situation of the country in which they are based. / Drawing on extensive interviews with jailed Islamist militants, Farhad Khosrokhavar examines differing attitudes towards the 'sacred death' in various Islamic countries, including Iran, Palestine, Lebanon and Egypt. He also investigates transnational networks such as Al-Qaeda, offering portraits of various prisoners who belong to the group. / Farhad Khosrokhavar distinguishes between two types of martyr: those from the developing world, who are excluded from what modernity has to offer; and the minority who live at the heart of the Western world - a mainly middle-class diaspora from the Middle East and the Maghreb who are at ease with several cultural codes, but whose experience of the West is still marked by racism and discrimination.
